It is the first time when the election will take place directly. Candidates will be elected by all the voting age population of a county from the first round, regardless of turnout.

The monitoring of political integrity was initiated in 2004 and since then practiced on various types of elections. Criteria followed are indictments for corruption or embezzlement, undue profit from conflict of interest, repeated political migration to get or keep office, cooperation with Communist political police.

This monitoring round was sponsored by Open Society Institute and GOF, a program of the British Government. The information sources are local media, recordings in the Commerce Register, statements of assets and conflicts of interest by incumbents (required by law), public statements of General Anticorruption Direction (DNA).

Names on the list include only candidates who do not fulfill criteria agreed by the Coalition with main political parties in 2004.
